ACADEMIC FREEDOM IN UKRAINE DURING THE WAR: CHALLENGES FOR UNIVERSITIES IN OCCUPIED CITIES AND DIRECTIONS FOR RECOVERY

Abstract

The article thoroughly investigates the impact of occupation and military conflict on academic freedom in Ukraine, with a particular focus on the challenges and circumstances faced by educators and students of Berdyansk State Pedagogical University during the period of occupation. The primary emphasis is placed on direct violations of academic freedom and its fundamental principles, including freedom of research, teaching, and knowledge acquisition. Various aspects of these violations are meticulously analyzed, including the detention of scholars and students, the forced relocation of the university, restrictions on access to educational resources and scientific information, as well as psychological and physical pressure applied against the academic community. The article also highlights potential strategies and mechanisms for safeguarding academic freedom, offering specific recommendations and directions for action. These measures encompass reintegration and support for academic staff and learners, the development of a legal framework, increased transparency and engagement, public participation, support for research initiatives, the advancement of public education, a comprehensive approach to academic freedom, and the implementation of action mechanisms, including monitoring and reporting, response mechanisms, international cooperation, the strengthening of academic communities, support for youth initiatives, an emphasis on interdisciplinarity, and a holistic approach to education as a tool for peace. This article underscores that overcoming systemic violations of academic freedom requires collective efforts from the national and international community and the establishment of mechanisms to protect and support educators in conflict settings.
